The first thing you should be doing is constantly moisturizing your neck and chest. I'm talking every morning and night (and even in between if you're really dedicated). Look for formulas that are made with peptides, vitamin C, and antioxidants to help boost collagen production, remove dark spots, and stop sagging. Try the L'Oréal Age Perfect Hydra-Nutrition Golden Balm Face/Neck/Chest Cream ($17).

Exfoliate

Buffing away dead skin cells helps keep skin smooth and free of sunspots. Try exfoliating your neck and chest at least once a week with a facial scrub. Check out Peter Thomas ROTH Anti-Aging Buffing Beads for Face and Body ($36).

What causes neck aging? Exposure to the sun's harmful UV rays, duh! So make sure to apply sunscreen to your neck EVERY single day, no matter what! Look for a non-greasy formula like Neutrogena's Clear Face Liquid Lotion Sunscreen Broad Spectrum SPF 55 ($11).

Bronze!

If you're using bronzer on your face, trying extending it down to your neck. It will give the illusion of tighter, toned skin. I recommend using a powder formula, like Tarte Mineral Powder Bronzer ($30) and applying it with a large powder brush from your chin all the way down to your collarbone.

Exercise your neck

Trying toning your neck muscles with a few double chin exercises. One recommended exercise is the Kiss the Ceiling move. Begin by holding your arms to your sides and tilting your head back slightly. Now pucker your lips and act like you're trying to "kiss" the ceiling. It helps to tighten your jaw and neck area. Hold the move for 10 seconds and then release. Continue a few more times and try doing this at least once a day.
