Start with a moisturizer

The key to a perfect makeup look is smooth, healthy-looking skin. Since skin tends to be drier during the winter months, you want to begin by slathering on a rich moisturizer all over your face. Make sure to go for a formula that suits your skin type. If you have dry skin, a heavier lotion should do just fine. But if you have combination or oily skin, you might want to opt for a hydrating but non-greasy formula, like Neutrogena Oil-Free Moisturizer ($10).
Try liquid foundation

During the winter its good to swap your mineral powders and tinted moisturizers for a richer foundation. Try a creamy liquid foundation formula like Lancôme Teint Idole Ultra 24H ($44). For a smooth and luminous look, dab on a primer before applying makeup.
Touch up with some powder

Give your complexion a flawless and matte finish by brushing on a little bit of a transclucent powder after applying foundation. I love Make Up For Ever HD Microfinish Powder ($32).
Hydrate lips

Lips tend to be my number one problem during the winter. Keep them smooth and hydrated by regularly applying a moisturizing balm like Melvita 3-Honey Nectar balm ($12). This rich formula is made of shea butter, beeswax, and honey to deeply nourish, repair and sooth a dry and irritated pout.
Add on some cream blush

Blush is a great way to add a little color and wake up your face during the winter. Avoid powder formulas (which work better during the summer) and opt for a moisturizing cream or gel blush like Nars Blush ($28) in a warm shade, like Lokoum.
